Jahonda ro‘y berayotgan ijtimoiy-siyosiy vaziyat kuchli davlatlarda ham o‘z huquq va erkinliklarini biluvchi burch hamda makburiyatlarini angalagan sodiq fuqaroni tarbiyalash zarur ekanligini ko‘rsatib qo‘ydi. Demokratik jamiyat qurishni oldiga maqsad qilgan har qanday davlat, bunday mamlakatni qurishda asosiy ro‘l o‘ynovchi huquqiy madaniyati rivojlangan fuqarolarni kerakligini yaxshi biladi. Ushbu vazifani amalga oshirish uchun eng qulay bo‘lgan maskan maktab bo‘lib, ushbu dargohda berilgan ta’lim tarbiya butun umr yodda qoladi.
